On March 17, the Indian Wells City Council held its annual Strategic Planning session at the Indian Wells Golf Resort. This session sets the City’s goals and priorities for the upcoming fiscal year, acting as a roadmap for both the Council and staff. With more than 40 residents in attendance, the public forum provided an opportunity for the community to help shape the City's future. 

The Strategic Planning session featured a detailed financial review and status updates on the 2025-26 goals. During this review, Finance Director Kevin McCarthy provided a snapshot of the City’s fiscal health, covering cash reserves, grant funding and the status of the General Fund. The numbers show a strong foundation: the City closed the 2024-25 fiscal year with $96.6 million in total cash reserves and has secured $18 million in grant funds. Looking forward, Indian Wells is projected to save approximately $66 million over the next decade through disciplined fiscal policies. Similar cost-saving strategies at the Indian Wells Villas and Mountain View Villas are expected to save a cumulative $8 million in the same timeframe. Additionally, the Indian Wells Golf Resort continues its profitable trend, which began in 2023.

Throughout the remainder of the session, the City Council received updates on the following focus areas:

• Housing Authority: The City is focused on keeping Indian Wells affordable and well-maintained.
  • Progress: Two of six goals are complete, with three more underway.
  • What’s Next: Staff will continue developing the Lissoy Opportunity Site and creating strategies to extend affordability covenants (agreements that keep housing costs stable). The City is also advocating for more local control over state-mandated housing requirements (RHNA).
• City Projects and Programs:
  • Safeguarding the Community: Public safety is a top priority, with seven of 11 goals already finished.
    • Recent Wins: Updated the Emergency Operations Plan, increased traffic enforcement, and adopted new Fire Hazard Maps.
    • What’s Next: The City is now aiming for a Class 1 ISO rating—the highest fire safety grade possible. Residents can also expect continued CERT training and the potential use of public safety drones to assist first responders.
  • Fiscal Responsibility & Sustainability: The City remains committed to conservative budgeting and long-term planning.
    • Progress: Three of seven goals are complete.
    • Key Initiatives: Moving forward, the City will conduct a government efficiency study to ensure City Hall is running as effectively as possible. Efforts to pursue grants and expand community partnerships have been moved to "ongoing" to ensure they stay a permanent focus.
  • Encourage Development and Tourism: To keep Indian Wells a premier destination, the City is pursuing several economic growth initiatives.
    • Key Projects: Entitlements are being processed for the Cocun Resort Development and the East Side of Miles/Highway 111.
    • Future Focus: The Council approved staff to identify new tourism attractions and explore "Sister City" opportunities. Progress also continues on the Renaissance Esmeralda expansion.
  • Investing in Infrastructure and Amenities: Public Works Director Dina Purvis shared a long list of completed improvements, including the reimagining of the Player’s Course and Civic Center paving.
    • The To-Do List: The Council approved a wide range of future upgrades:
      • Roads: Local paving, sidewalk widening, and fixing street slurry inconsistencies.
      • Beautification: Redesigning city fountains and replacing palm trees and pavers.
      • Sustainability: Adding solar power to water wells and expanding non-potable water use.
  • Enhancing the Quality of Life: Half of the City’s 12 goals in this category are already finished.
    • Resident Perks: You may have noticed the expanded Resident Benefit Card discounts, more community event funding, and the activation of Fairway Park.
    • Upcoming: As the 60th Anniversary approaches, look for a commemorative book and celebration. The Council also requested a review of the Tennis Ticket Allocation Policy to ensure the best experience for residents.
  • Citywide City Goals & The Golf Resort: Beyond specific departments, the City is advocating for residents on regional issues like Palm Springs Airport flight path changes and air quality improvements. At the Indian Wells Golf Resort, the focus is now on:
    • Securing a major professional golf tournament.
    • Reviewing the Resident Guest Rate structure.
    • Expanding parking and improving the banquet and pavilion facilities.
