City Council Salary and Benefits Effective March 2012
City Council Members receive a monthly stipend of $1,039.45 per month. The Mayor Pro-Tem receives $1,299.31 and the Mayor receives $1,559.18 per month.
PERS Retirement (Public Employees Retirement System)
Council Members sworn in before 3/9/2013 are eligible for a Service Retirement (2.7% @ 55) upon attainment of age 50 with at least 5 years of credited service. Council Members are eligible for Pre-Retirement Death Benefits. This is a lump sum in the amount of the member's accumulated contributions to PERS, plus a lump sum in the amount of one month's salary for each completed year of current service, up to a maximum of six months' salary. A Council Member retires after five years of service and is age 50 or over receives lifetime health benefit. The lifetime health benefit was changed in 2008 with the implementation of the “Tier B” Health Plan. The “Tier B” Health Plan as described below virtually eliminates the option of the lifetime health benefit for future “Tier B” Council Members, sworn into office after January 1, 2009. Council Members sworn in after 3/9/2013 receive no PERS retirement benefits.
Fair Political Practices Commission - Form 806
In March 2012 the FPPC amended Regulation 18705.5 that allows a council member to participate in a decision to appoint themselves to position(s) on governing boards of external public entities like Joint Power Authorities on the condition that a Form 806 is posted on the City's website. The form sets forth each appointed position for which compensation is paid, the stipend for each appointed position, the name of the public official and alternate whom have been appointed to the position, and the term of the position.
